Increase targetSdkVersion to 34

Apologies is this project is abandonware but starting 31st August 2024, any app that does not have a targetSdkVersion of at least 34 will not be installable from Google Play Store on new devices.

The current targetSdkVersion of TimeCop appears to be 13 (TargetSDK of 30 was 1st November 2022 )

It would be useful to get a maintenance release to at least allow continued installation on new devices from Play Store, this would also fix #142

it's not released though, right? F-Droid and Github show the last release was 3 years ago. The import feature is broken on Android 16 since no storage permissions are declared in the manifest and it can't access the file system
