Figure out why SQLite web interface blows up when run on Windows

Just as the title says: the SQLite web interface that is started in the AppHost by WithSqliteWeb() stops immediately on startup when the Aspire solution is run on Windows. On Mac it works just fine. 

The error message to stdout is: "Error: missing required path to database file".
