top level info objects cannot be references

current spec says only name can't be a reference, but actually it does not make sense for any top-level info attribute to be a reference. These are all unique to the info response, so it does not make sense to make a reference to something that you only refer to one time. For example, having the parameters be a reference would mean the parameter block is just moved to the definitions area, which would be very confusing.

We agreed that we could tighten this up in 4.0, but for this will be allowed in 3.x (but discouraged).
