How do rules get propagated to tools like ruff?

I noticed that Ruff does not currently support EM104 or EM105. As a Ruff user, these checks would add significant utility to my workflow.

What is the process for getting new checks like these supported in Ruff? Should this be requested here, or would it be more appropriate to open an issue directly on astral-sh/ruff?

Someone generally contributes them to Ruff eventually. EM104 and EM105 are a little harder than 1-3. I think EM106 is likely easy.

I would love to get 104-106 all enforced with ruff. I've been learning rust; maybe I can make a PR
