Update prometheus-client to 0.17.1

The version that Home Assistant currently depends on is from 2019. The best changelog I can find since then is on the project's release page: https://github.com/prometheus/client_python/releases

Highlights that might be useful (other than just general code hygiene of keeping current where possible):

• Reduced memory usage (Reduce the mmap minimum size prometheus/client_python#853)
• Tested on modern Python (Add support for Python 3.10 prometheus/client_python#706)
• Addition of type hinting across the library, which should make it easier to add type hinting to this integration
