[devops] build workflow is stopped due to low GPU memory threshold

We have a daily workflow to execute the unit tests on 8-GPU machine. However, it is sometime stopped as the workflow requires the used GPU memory usage to be lower than 100MB, which is too strict. We can adjust this threshold to be a much larger number to ensure it runs every day.
