1. Update examples/tutorial/new_api/torch_ddp. It only supported torch DDP plugin. And it can support torch DDP and low level zero now. After updating this, I move related files to a new folder resnet_cifar/.
2. Add train ViT on CIFAR-10 example.
3. Enable CI.
