http-form_data 2.2.0 adds Ruby 2.7 compatibility, so we make sure http gem requires at least that version.

http-form_data2.2.0 addresses Ruby 2.7 compatibility (see httprb/form_data#28), so I think it makes sense to ensurehttprequires at least that version.This should be the last thing needed for Ruby 2.7 compatibility.
