ci(gh-actions): fix gci import prefix; drop redundant tidy check

• go.yml: set default GCI_PREFIX to github.com/hyp3rd/sectools so gci groups local imports under the correct module.
• lint.yml: remove the "Tidy check" step (go mod tidy + diff); this check already runs in the Go build workflow to avoid duplication and churn.
• docs: remove template "Quick Start" section in README that referenced the starter repo and no longer applies.
