Implement the core ReScript library for the Hyperpolymath ecosystem: - Core utilities: Result extensions, async helpers (retry, timeout, parallelLimit, debounce, throttle), structured JSON logging, and config loading from environment - MCP infrastructure: Protocol types, schema builders, argument parsing helpers, and server builder for MCP tool registration - Main entry point (PolyCore.res) re-exporting all modules - Project config: deno.json with tasks, rescript.json with ESM output - AGPL-3.0-or-later license and comprehensive README documentation
