current code attenuates when not moving! Logic is inverted

Did more flight tests, this time is high wind conditions. Both stationary and move scenarios worked surprisingly well. 7-inch drone was stable and RTH was executed flawlesly. This time also with higher CRUISE speed of 900cm/s.
