removes enrollment outstanding banner dependecy on is_any_enrollment_member_outstanding field of the enrollment

IMPORTANT: we can use this PR to remove the enrollment outstanding banner dependency on the is_any_enrollment_member_outstanding field whenever we are ready to deprecate the unverified status and is_any_enrollment_member_outstanding field off the enrollment model.
