list-tables create issues when building PDF instead of html

Following https://sphinxcontrib-bibtex.readthedocs.io/en/latest/ usage.html#mismatch-between-output-of-html-text-and-latex-backends, this structure makes both visible and consistent in both HTML and PDF output, while also avoiding duplicate headings.
