Test region display

There should be a mode of operation where the regions being tested are visibly displayed to the operator. We could restrict this to the administrator mode such that while they are testing the setup the can verify visually that the correct edges are being tested. Or, alternatively, we could have the quadrant-status overlay positions track the region positions instead of being at fixed locations.
