Meetups

We should start compiling a set of C++/tech meetups or conferences that we feel are doing positive work to make the tech community more inclusive. We can put it in our README, similar to the other lists that we currently have in place there.
These will also be good places for us to talk about #include.

what is meant with 'doing positive work',
a meetup that welcomes everyone and has a CoD is not enough?

I left it intentionally ambiguous so we could define that. What meetups would we want to showcase on this repo, if any? If anything with a CoC is fair game, is that list perhaps too large to bother with?
