GitHub Mac runners recently have issues building docling[tesserocr]. Since we really only want to use tesseract for OCR on Linux, adjust our requirements.txt to clarify that and just use regular docling on Macs. Signed-off-by: Ben Browning <bbrownin@redhat.com>
