This unblocks #228.
I decided it is ok that we don't run the tests for now, as the maintenance of subxt is currently tedious because the subxt version supporting metadata v15, is currently not compatible with the polkadot-v0.9.42 deps. Furthermore, we have duplicate deps (only dev-deps luckily) because subxt pulls in dependencies from crates.io. Hence, I suggest reintroducing subxt once #229 is resolved.
