Description
Fix failure to set embed mode when reading an EP context model. The default value for the embed mode variable is true so when embed mode zero (false) was used this caused the filename stored in the cache context to be interpreted as the compiled blob and fail.
Motivation and Context
Fix is required to support embed mode 0 for lower memory utilization.
