LGTM, as its consistent with new ABI flow, the onus of passing in the correct ov supported properties now lies with the user & the validation will be done at OV toolkit level

This pr removes the "supported properties" validation check from load_config implementation. In case user passes a wrong or an immutable property OV will throw an error.
