This PR add support for monitoring stack (prometheus + grafana) on helm part.
It's using official helm charts, with slights modifications of exisiting config on tanka part to be compatible with helm deployments (mostly a change of rules to match different label styles).
Grafana dashboards are the same, with a symlink between helm and tanka files.
Terraform module has been pre-updated to support the feature, but don't provide a way to enable it yet.
Settings to expose external prometehus is not implemented yet.
Tested in an aws crdb helm deployment, with similar-looking dashboards as a result.
