Implement ASTM NetRID: Operator interactions test scenario

We'd like this scenario to be implemented so that we can verify NET0610 and NET0620 via the USS Qualifier.

I believe this scenario is obsolete with the addition of scenarios like "ASTM NetRID Service Provider operator notification on missing fields" and "ASTM NetRID Service Provider operator notification under slow update rate". Looking at the tested requirements for the F3411-22a CI test configuration, NET0610 is verified through two other scenarios.

NET0620 was descoped from the main NetRID test development project because it would be very difficult to disable the DSS on cue. We are tracking a potential enhancement to accomplish this, but the current priority is low because of the very large effort for relatively small return (automated verification of a single requirement). InterUSS's understanding of the requirements for which automated verification is needed for NetRID in the U-space context is captured in the uspace CI test configuration which produces this tested requirements artifact. If there are any additional requirements needed for automated verification in this context beyond those specified in #754, it would be helpful to open an Issue for that additional development.

With that context, I think the Operator interactions test scenario should be removed as obsolete. Do you have any objections or comments regarding this potential course of action?

Given that context removing this test case sounds good. We'll proceed with manual verification of NET0620.
