Per U-space regulation (EU) 2021/664, AMC1 to Article 8(2)(c), USSPs must convert the altitudes above the WGS 84 ellipsoid exchanged with the ASTM F-3411-22A standard to altitude above mean sea level (MSL) using either the EGM96 or the EGM2008 geoid model as the definition of mean sea level before providing it.
Both should be accepted by FOCA. If the test suite do not support it, please open a github issue on interuss repository requesting the feature

My expectation is that, while the U-space regulation + AMC/GM as a whole allows for "mean sea level" to mean either EGM96 or EGM2008, the competent authority of each member state would select one of those definitions and use it consistently. It doesn't seem to make sense for two different USSPs in the same airspace to place "30m MSL" at two different locations (because one is treating "mean sea level" as EGM96 and the other is treating "mean sea level" as EGM2008). This is similar (in my understanding) to the conformance monitoring service -- it's "optional" in that the competent authority may determine that it is necessary or not necessary, but it's not "optional" in the sense that a USSP can choose to implement it or not depending solely on the USSP's preferences.

It's true that uss_qualifier does not currently support the selection of EGM2008 as the definition of MSL -- that will require a small amount of additional development. Did FOCA select EGM96 or EGM2008 as the accepted definition of "mean sea level"?

My expectation is that Version 2 settles on a single specific definition.
