This PR imports a number of improvements, refinements, and changes the US UTM Implementation has made to their test configurations into our mirror test configuration which attempts to reflect their usage of uss_qualifier.
The largest changes are around structure of information. With the adjustments here, an individual existing USS can control all aspects of their involvement in all tests in all environments by only making adjustments to their own participants file. The adjusted structure should also more easily permit management of multiple tests in multiple environments using multiple different baselines.
To help debug and understand this non-trivial collection of jsonnet and libsonnet files, a Makefile is added to render and flatten a particular test configuration to a single YAML. This allows quick verification of the correctness of the jsonnet/libsonnet content, and allows easy diffs on the final rendered output.
The requirements and tests are also updated to be future-looking to include prioritization.
