[monitorlib] Add Keycloak auth provider

This PR add keycloak as an auth provider with:

• The targeted audience automatically set in the requested scopes, to work with configuration where audience is set via scopes. This assume the scope granting the audience has the same name as the audience.
• send_request_as_data is set to true by default
