This PR updates to the latest version of InterUSS's automated_testing_interfaces repo, primarily adopting changes in the flight_planning API to support remote ID/telemetry in that API.
A small issue in the autogeneration code is fixed (when same local $ref is referenced using two slightly different forms). Otherwise, this PR consists of simply pointing to HEAD of automated_testing_interfaces and running
make apis.
