Adds changelog file, better release instructions and CI workflow. Based on ipfs/boxo#398. I will also do this in someguy.
@galargh: I added you as reviewer more for assurance, but is not required. I will merge this in a few hours if I haven't gotten a review and try it out with v1.1.0.
