Thanks Jaime. Overall LGTM, two small comments.

If in the future a service exists providing the following features, then it would
be a strong contender for superseding this PEP:
- Provides mappings between source PURLs and their repackaged counterparts.

Only if either PURLs start to support virtuals or DepURLs can be supported directly. That's probably worth adding as a separate bullet in this list?
