add option to disable clearing terminal #1191
Description
Current Behavior
tsdx watch clears the terminal. This is because tsc does this by default without the --preserveWatchOutput CLI flag.
Desired Behavior
tsdx watch could be configured so that it doesn't clear the terminal.
Suggested Solution
Add a CLI option to tsdx watch that passes the --preserveWatchOutput flag to tsc.

Describe alternatives you've considered
The option can't be specified in tsconfig.json as far as I'm aware.
