This PR implements:
freeze_with_manifestmethod that does not generate the manifest. It is used in dserver to write manifests for uploads. Manifest hashes must there be computed by the client to avoid (expensive) recomputation in the server.flitmigration (a simple no hassles modern build system for pure Python code)
