Update front end to handle anchor links to web resources #216

Update the asset page to handle anchor links to web resources, e.g. for a file resource https://hub.jncc.gov.uk/assets/598a60db-9323-4781-b5a8-dcf0ca3b29f9#UKSACswithMarineComponents-20191105-LIVE-WEB.xlsx
Depending on how to obtain the webified resource name, this could be as simple as populating the id of the web resource divs with the name provided by dynamo.
