Looks like the bolt has stopped using notion of "local/global" feature and now it uses one single
featureto serve both purpose. See this evil PR for the detailSo I follow what eclair did to make things simple.
My next step is to remove
LocalFeaturesandGlobalFeaturesfrom the codebase altogether.
