Add `fishtree_gene_sampling` function

Corresponding to API change requested in jonchang/fishtreeoflife-docker#33 and completed in jonchang/fishtreeoflife-docker#45. This function should ask for similar arguments like fishtree_tip_rates but also include an option for list or matrix results.
