Health Checker Plugin Framework #72
Description
A framework work is needed to add information to the Health Checker dashboard. It should leverage the existing Joomla Plugin system and include specifics needed for the Health Checker.
Per prior meeting discussions:
New plugin group: healthchecker
Plugins cannot be in multiple groups - n plugins needed to appear in n groups - alternatively, change existing dropdown to multiselect
Plugins would need Type/Layout/Presentation option
Possibly propose health checker replace some of the plugins on the Home Dashboard e.g. download key missing

The task output is a framework "document" which can be used by this team and others to add information to the Health Checker dashboard. The information should be available in the Developer documentation once reviewed and approved.
