Day 0 List of Existing Joomla Information to Include in Health Checker Dashboard

For the initial release of the Health Checker it is to include existing information from Joomla in one place. The information to include and the prioritization of work to include it into the dashboard, needs to be determined.

The output of this task is a "master" list from which tasks will be created to add the existing information into the Health Checker (JHC) dashboard.

As per discussion with Sigrid in the last meeting, I am working on a "user management" plugin. This will be a "list" layout for (example):

1. Users inactive for X days (e.g., 180 days)
2. Users who NEVER logged in
3. Users with unactivated accounts (not yet confirmed)
4. Unactivated accounts older than X days (e.g., 14 days)
5. Blocked users
6. Suspicious email domains (example list)
7. Random-looking usernames (simple heuristic)
8. Multiple accounts registered from the same IP
9. Users without any assigned user group
10. Users with roles higher than expected (permission audit)
11. Accounts with no activity except registration

Can we also discuss the possibility of implementing a specific event, so that ThirdParty Extensions can "add to this list", for example Community Builder with own checks like:
CB1. Users missing required profile fields (example: no country)
CB2. Orphaned extension-user records (example: Community Builder)
CB3. Joomla accounts with no profile table entry
