Write ADR describing the decision to move to the new SDLC process #1333
Description
Following the ADR to leave IETF, we needed a new process. We have landed on @jdesrosiers' Proposal: New Spec Development Lifecycle Model or SDLC.
We need another ADR that summarizes this discussion and explains the decision to use this model and its consequences.
