It turns out that it's not possible to continue the previous draft-handrews series due to the intervening draft-bhutton series. After consulting with IETF support, the recommendation was to use another variation on my name to start a new series.
The text added is what the IETF recommends when there are no IANA considerations.

In order to publish a new RJP draft per agreement (@gregsdennis), I needed to make a few changes due to updates in the publishing requirements and restrictions on re-use of draft numbering sequences. This aligns the XML file with the published draft-hha-relative-json-pointer-00.
