[BUG] Loading JXL file causes crash

Describe the bug
Loading a JXL causes the program to crash instantly

To Reproduce
Steps to reproduce the behavior:

1. Open image https://jpegxl.info/images/zoltan-tasi-CLJeQCr2F_A-unsplash.jxl
2. Crash, no error or log
3. A QuickView.exe.12345.dmp is available under AppData/Local/CrashDumps

Expected behavior
The JXL image loads correctly

• GPU: NVIDIA RTX 4090

This looks like an issue caused by the build environment. I started using GitHub Actions for packaging beginning with version 5.3, and it seems something might have gone wrong there.

I will investigate this issue.
