Safe-load .env only if exists to prevent fatal error during site install.
The command also needs to pick up `drupal/core-composer-scaffold`. See #585 and also https://www.drupal.org/docs/updating-drupal/updating-drupal-core-via-composer#s-update-drupal-core-code.
