New binding: Zig wrapper

Rebased repository and updated to v0.11.0 -> v0.12.0-dev (master) - break changes in build.zig!!

Now, in zig v0.14.0 replacing @cImport/@cInclude to b.addTranslateC(.{ }) using ada_bindings.c to get C source.
However, need improvements Zig-wrapper (high-level).
