[API] Github action to deploy to dockerhub

Rather than using hooks/build, we can use a github action to auto-deploy.

If you specify what should be in the image (or images?), this should be fairly easy.

I meant to say the API image only, built from /Dockerfile. It could get built and deployed on a merge into either develop or master.
