Update dependencies minimum versions:

  • clap to 3.2
  • tokio to 1.24
  • uuid to 1.3

Also reduce tokio features from full to only rt and sync.

Cargo: Update tokio minimum version to 1.24 and reduce features

Increase minimum version to 1.24 and use only "rt" and "sync" features
from tokio.

On tests, use actix_rt::test instead of tokio::test
