Maybe add an optional parameter to keep the cuff task. If a ped is set as no longer arrested, it should get rid of the blip and cancel all LSPDFR assigned tasks. If the ped has already been taken by prisoner transport, the API should not do anything, and it should continue with the prisoner transport.
