It seems gomodules/jsonpatch#36 changed the logic.
For example, It changed to create json document from {"test1": ["a", "b"]} to {"test1": ["b"]},

• patch created by v2.2.0 (just remove "a").

{"op":"remove","path":"/test1/0"}

• patch created by v2.3.0 (remove "b" and replace "a" with "b").

{"op":"remove","path":"/test1/1"}
{"op":"replace","path":"/test1/0","value":"b"}

Both v2.2 and v2.3 created patch are correct. So it seems we can just update our test code to match the result.
