Any reason for dropping DialTLSWithBackOff ?

DialWithBackOff is called downstream knative/serving#14452.
If we keep DialWithBackOff and call it here, we need to bring tlsConf as an extra argument of newH2Transport(). Is it better to call DialTLSWithBackOff here?
