Change Minikube instructions to use kubeadm as bootstrapper

## Expected Behavior

The Minikube configuration docs are in sync with the current defaults for Minikube

## Actual Behavior

The docs should be updated to use `kubeadm` as the bootstrapper since `localkube` is deprecated
