different resource ordering between `ko apply -f config/` and our release yamls

Our release yamls order resources differently than our ordinal ordering in config/. Eventing had things in a different order which surfaced an upgrade failure - knative/eventing#3409 (comment)

We should confirm the order of our resources (ie. webhooks before configs) and make it consistent in serving
