Preserve Annotation to Prevent GC

Intended as follow up to: #8208

Describe the feature

Create an annotation to preserve important revisions. This indicates that the garbage collector should never automatically delete the revision as long as it is marked. This allows users to annotate important releases/deployments if they are important for rollback.
