Create initial conformance test

We would like the Elafros repo to include conformance tests which will be used to ensure that any implementation of the API behaves, from the user prespective, in the same way.

The design will be based on the k8s conformance tests.

This task is to create an initial example conformance test and supporting docs, paving the way for more use cases to be added.

@mattmoor I didn't have one but i've just made #234 and added it to milestone 3. I think you wanted to also look into running some of the build-crd tests as conformance tests as well, do you want me to make an issue for that too?
