Allow making a specific package the “latest” in GitHub releases #1134
Description
In can be convenient to ensure the latest release in GitHub is always from a specific package in the monorepo—in particular to make installing binaries easier for consumers.
In the case of this repo, knope should be the latest release, and config & versioning should never be (even if released after).
It may be worth having an overall “primary” setting to also change the tagging strategy for that particular package to not be prefixed.
