Blank screen dashboard for tool not owned by a team for some users #121
Description
Jim tells me he has a link to the pallet lift dashboard from the tools list in kos, but when he clicks on it, he gets a white screen.
He's maintainer and authorized user for the pallet lift. I suspect this is caused by the there not being a kos team defined as the owner of the pallet lift, and there's slightly different permission checks being done on when deciding if there should be a dashboard button and when trying to view the page.
Might be a moot point if issue #120 is addressed.
